How do I steal the street racing cars from the Sunshine Autos races in
Vice City?

If you mean the hotring racers if you collect all of the cars for
sunshine autos you get one of them for free in the showroom.

otherwise all of the cars are available in game, I think?

Go down to the garages at Sunshine Autos. Stand in the Pink circle
(pickup) in front of Vice Street Racer (Earn Cash, Not Kudos). Use
the left and right arrows to step through the races. Shift to
select. Much like buying a gun at Ammunation. Get in a car and drive
to the start point on the map. If you tap a car lining up, the race
starts immediately. The first race is often bumper cars, so try some
of the others if you are having difficulty with this one.
