A couple of places have lists of the VCS soundtrack, but there are only
around 3 songs for each station.  Are these just example songs, or is
it possible that there will only be 3 each?

I would say that is just a sample.

Only a sample.  According to an IGN interview** with the president of
Rockstar Leeds, there's over a hundred songs:

IGN: Will players be able to use custom soundtracks right away? Are there
any major improvements to this system?

Hall: Custom soundtracks exist. You'll be able to add new music right away.
However, I'm not sure why you would want to -- the soundtrack has over 100
tracks, and is probably the best, deepest collection of songs ever assembled
for any one project -- TV, Film, or Game.

I assume, though, that most of them will be in-house...

If the In-House tracks are of the "Taxi Drivers Must Die" kind, then I'd
say: Bring 'em on!

No, that's by an actual punk band from (IIRC) New York...  Go listen to
LIPS & HEAD from GTA3 & LCS as they're entirely in-house.
