No bike for silver?

The last time I played SA, I finished bike school on bronze, and got the
Freeway, then went back and got gold to get the NRG. The bike for silver
never appearered, but I assumed that as I had not gotten all silver at any
stage, it was skipped. This time, I made sure to get bronze first, and then
went and got silver.

The reward bike still isn't there. Is this a noted problem?

 There's only one bike there at a time, isn't there?  As far as I know,
which of the three it is (NRG, FCR or Freeway) is randomly picked each time
the bike respawns, so it's just bad luck on your part.

The last time I played (on my old PC) there was tghe Freeway and the NRG
next to each other. This time, there is only the Freeway.

I can get gold whenever I want, but I want to to check to see if I'm going
to miss something first.
