I am wondering here, this one used to catch folks out a fair bit, a mission called Pier 69? You have to climb on a roof and snipe some guys then take out someone who you have had it in for for a while. It should show on your map but its marker is down near where the submarine is docked, below Michelle's place. Have you purchased Zero's RC shop yet? If not, you should get a call (Which repeats if you miss it or don't go right away) from Zero asking you to buy his shop. His shop becoming an asset (Money collection outside) is ultimately what's needed for 100%. After this I think you get a mission from Cesar about the car showroom, or one from Jethro and Dwayne about the import/export crane. Could you be more specific? What were the last missions you completed? I am not sure about the driving school, whether you have to do it before you move on, but did you look for pier 69? I forgot to mention, if you have completed all the missions that you NEED to do in san fiero the third island will be open and your next mission is over there. Check your map for a marker just near the end of the two bridges going across the water, I think it's a question mark. Driving school has to be completed (Minimum of all bronze). Have you bought Wang's Autos yet? It's right next to the Pay'n'Spray near your Doherty Garage. The icon is right out front.
