I've been hunting for GTA:LCS's last secrets lately and this could
indeed be the last one. The Ghost Town area *can* be visited, although
it obviously doesn't exist in this instalment of Liberty City.
1. Nick any car and put the 'Cars Float On Water' cheat in (PS2 - O, X,
DOWN, O, X, UP, L1, L1).
2. Drive to Francis International and go to the far western edge next
to the water.
3. Drive out on to the water and head north.
4. Turn east when you get the chance and carry on going.
5. Place a marker where the 'Upstate' road is (These are the
unfinished tunnels from GTAIII, which bizarrely were finished in
1998. Hmmmm.).
6. Keep R2 held down and you'll eventually see that you're behind the
Cochrane Ram. If you see any patches of water which don't display
any animation, avoid them.
7. Carry on going until you reach the normally inaccesible mountains.
Err, that's it. Still, have fun looking in to the only known sighting of
the Blue Hell. I'm dead chuffed about this. Rockstar are obviously wise
to all the GTA communities' tricks to exploit the game engine and this
is reassuring.
One thing I forgot to check (I was watching 'Bad Company' on BBC1) is
this: If car's drive "over" the water, do the strong currents still
stop them? The area I point out above can't be reached by usual
methods. In LCS there's also a few new sewage points to block your path.
One thing to note - When I drove in to the area without water animation
(Blue Hell) I ended up back in the tunnel. I'm just wondering if it's
possible to get to the Cedar Ridge Observatory. Is there anyone out
there with the PSP version and edisoncarter's cheat device who can
check if this area has been made solid?
It wasn't in GTAIII, and my attempts to "warp" up there using this
newly discovered blue hell method haven't worker (You always end up
back in the tunnel as it's the nearest solid surface).

How do you know they were unfinished and not just closed in GTA3? As far
as I can tell, there's not a single reference to them in GTA3...

Well, that's not an official title, just the name that GTA fans have
given them. In any case, there should be a reason why they're closed
off in GTAIII but open in GTA:LCS.
It's very possible to get in them in GTAIII, all you need to be is an
ace at flying the Dodo.
