FF7 question

I am playing through FF7 for the first time and have a question regarding
the Junon Area. I can not seem to find the girl at the beach. I've talked
to all the people on the tower but I can not find the stairs leading down to
find the girl. Where are they?

Yo i've completed Final Fantasy 7 and the area where u find the girl in
the junon area is past the inn try there m8
