Hi, I'm new here but have been playing the Fallout series since 1999.
I have just dusted off my Fallouts 1 and 2 and have fired up Fallout
2. I just beat the game and was going to enjoy the ending when it
completely f-ed up. The ending playing for about ten seconds, and
then the dialog just stopped. The cut-scene of the new city of
Arroyans went to the next scene, which skipped to the next scene (no
dialogue the entire time) until it got to the credits. I tried the
compatability wizard, reinstalling the game, and with the CD in the
drive at the time. Here are my system specs:
Windows XP Home
Pentium 4
1.7 GHz
256 MB RAM
NVIDIA GeForce3Ti 200 version 3.20.0016
Direct X 8.1 (or 9 I can't recall)
64 MB 3D Graphics Card
I was wondering if anyone has had this happen to them and what they
did about it. Thank you.

I had the same thing, its windows XP, i had the issue under 2000, cut
scenes skip right over and such. I had to move savegames to a 98 PC
and go back and see cutscenes on that PC.
