The following is rather rambling but the best I can remember.

I seem to remember a movie on TV in the early 80's that had a man and
his kids and their friends caving when something to do with the sun,
(massive solar flare, EMP event, or something) happened while they
were way underground. When they came back to the surface 99.9% of the
people were dead (or just gone, I don't remember any bodies in what
little I saw and can recall), no radios, and cars that had been
running didn't work any more. Their car with a supply of batteries and
food gets stolen by a crazed survivor who's looking for his wife.
They make their way home but don't find anyone and as I recall, they
were on the upper west coast , decide California is the best place to
"start over" because of the weather, I think it was fall and winter
was coming.They started leaving messages painted on the highways about
where they were going and that any others should join them.
Ring any bells?

That movie " Night of the Comet" was sort of like it, though it didn,t
take itself very seriously.

it sort of sounds like stephen kings the stand!!And Also Damnation Alley,
both great movies!!
