I havent played since shortly after DoD was released. Former high end
cleric.
Any advice for someone who's been gone from the game for a while? How
have things changed, etc?

Low-Mid end game is gone unless you have a regular set of friends to
hang out with, or a guild with a lot of people in that range, or the
ability willingness to solo/box.
High level game is pretty well populated, xp, gear and aa's are easier
than ever which is useful because you need them to catch up.
It's the same EQ it's always been, you get no help from the game and you
have to be pretty motivated, but there's a gazillion things to do.

I made the mistake of selling off my account when I quit playing, so
I'll probably end up buying a decent cleric to start up again. I can't
see myself starting over at lvl 1. Where's the best place to buy/sell
accounts these days? Is there even still a good place or are they all
rip-offs?

No clue, I'd never buy or sell an account.
If you start from level 1 it'll take you about 2 weeks to get to 60 if
you play with friends and have any time to invest and you'll learn more
about the game than you forgot first time around.
When you log into the game as a purchased level 70 cleric and someone
says 'hey dude come to DSH farm' and you say 'where is DSH farm?' and
they say 'in SoF man!' and you say 'what's SoF?' they may just stop
sending you tells (of course, if they say 'in SoF Man' you might be
happy for them to stop talking to you, ymmv).
BTW: My spell checker decided that Rezen should be Lozenge, which I
found humorous.
