I'm looking to get input on a very high damage weapon where delay is
unimportant.
We're looking for something for our warrior that he can pop Intensity
of the Resolute and Riposte disc and mow down mobs.
Cost is an issue, the cheaper the better. It's only 2 requirements
are high damage and able to hit any/all mobs (so magic I guess).

That could be a problem. Better weapon tended to cost more and some
of the best are no drop. Since I don't play war class, I don't know
what would be best for you. You could try posting on
eqforums.station.sony.com/eq/

High damage does not necessarilly make it a good weapon, a good weapon
generally has a good ratio.

If Damage is the only concern there is a 150 dmg axe available from
kunark giants.

Delay is a factor here.
Even though you're using Furious disc, for 2H weapons the damage is based on
the damage of the weapon and the damage bonus--the latter is based on the
delay. Higher the delay, bigger the bonus, bigger the hits from ripo.
Something with shitty ratio but reasonable damage and absolutely insane
delay would be perfect. It should cost virtually nothing but with resolute
and ripo, should hit like a truck.
As others posted A Weighted Axe from Kunark is a good choice. It's 45
damage but with a 150 delay should have pretty nasty damage bonus.
