Probably somewhere within the IDGames archive:
ftp://3darchives.in-span.net/pub/idgames/

I'm not sure about the filename or content and thus can't pinpoint it for
you. Most likely, it should be there.

If what you're looking for is described here:
ftp://3darchives.in-span.net/pub/idgames/combos/legalize.txt

then replace ".txt" in the URL with ".zip" to download the WAD.
