I am playing Diablo patched to 1.09.  The problem I am having is that my
experience points are not increasing.  I cleared two levels (6 & 7) on
normal difficulty and my experience has remained the same.  Has anyone else
experienced this problem?  Is this a bug?  And if so, is there a fix for
this?   Any insight is appreciated.

Try a harder difficulty.

If you're not part of the solution, you're part of the precipitate.

Continue on to next level where monsters are tougher.
If your char level is too many levels above the monsters level, you don't
get points for them.
