So it seems that it isn't neccesary for the questee to be onsite to complete
the summoner quest.
My daughter was playing a druid tonight, and entered a "rush NM eh" game.
Staff....ammy....transmute Then the "Daddy, i can't enter the portal". So i
sent her to talk to Drognan/Jehryn. After this, and on her way to the
(players) summoner portal the summoner was killed (as indicated by the quest
+ coming up, and double checking the log).
Gah.
However, the character could enter the Canyon of the Magi, and get the WP.
Could also do the tp dropping slug and move to act III.
Now, whether there was another questee within distance or not, i do not
know. But interesting, no?
FYI, HTH and HAND

The last line says it all. If it was a rush game, surely there would
have been another questor near the Summoner when he was killed? In
which case all people needing the quest (ie. your daughter too) would
get it. But you knew this already, so there is no way of telling if
there actually was a questor near the summoner? Who killed him?

Umm, yes, i knew that, honestly, i did!
Teach me for going off to play another game for a few months, wont it?
Probably not.
No, there was no way for us to tell if another questor was near the summoner
when he died, but of course there must of been. As for who killed him,
judging by the speed at which he died i'd have to presume it was the higher
level character who was using MH to get to him.

There's a working MH on the realms?

Yes, I've been directed where to head when running for nm baal games.

That is how it works for most blocking Qs: only one questor has to be
there for all questors in the Act to get the Q.
