Gold Scourge

Do I remember correctly someone talking about never having a COA drop, and
adding that scourges never drop for him either?

Found Horizon's Scourge in the Ancients Way this A.M.

Never heard of it (haven't played since 109).

Is this an elite item?

If so, it would be my first, lol. Best thing ever dropped for me so far has
been a Harley. :(

Oops, its called Horizon's Tornado.

Regular white or grey scourges aren't too hard to find, and when filled
with something like the 'Black' runewords, even pretty nice.

It is an elite unique, yes.

If you check that link I provided above, you see there is a second unique
Scourge, called 'Stormlash'. You got unlucky in that you found Horizon's
Tornado, since that is, unfortunately, a not very wanted or even very good
weapon. Stormlash, on the other hand, due to it's Crushing Blow, and
Static Field, is a wonderful weapon for about any melee build, and lots
more valuable.

Also, when you find a golden Scourge, the chances are not 50:50 for it
being either of them, it's more like 1 in 10 is a Stormlash, and 9 out of
10 it's Horizon's Tornado (others can probably provide you with more
accurate numbers).

Anyway, in all my D2 career I've found exactly 1 Stormlash, and about 3 to
4 Horizon's Torando's.

Nonetheless, still a nice find, and if it's better than what you're
currently meleeing with, by all means equip and use it! ;)

I should have checked one of the websites first (which I eventually did),
and then my post would have been: which scourge is better?

As soon as I saw the word Stormlash I thought that was probably the one
people talked about.

By the way, whats the story on re-rolling swords (weapons) with chipped gems
these days? I have looked at this on Arreats, but I'm not sure I get it. The
recipe is there, but for both (chipped and normal) there is an ilvl, 30 and
25. I had heard you couldn't roll cruel weapons anymore; is that what those
low item levels mean?

I don't think you have to say sorry for that; people do that all the time
(over in a.g.d2 anyway), I'm guilty of it myself even):

Just today I found my first unique Shako (Harlequin's Crest) this Ladder;
dropped by a boss pack in The Pit level 2. My necro likes it. A lot. Now
to find about 2 or 3 more for my other playing characters... :S

Yup. Stormlash is actually one of the few uniques which beats the 'godly'
weapon runewords on some accounts. Most of other unique weapons (or other
uniques which have a runeword alternative: shields, armors, helmets) have
mostly been made obsolete when the 1.10 runewords were introduced.
Unfortunately. There are exceptions, of course.

I can try to give an idea, though this is from 'before' my time really. I
knew rolling weapons with the 3 chippies recipe was a cheap way to get
something 'semi-godly' in 1.09 (or perhaps it was, with enough luck, even
the way to get the 'best' stuff in 1.09). I even did it myself when I was
playing 1.09 in SP mode. Nowadays, I don't think anyone does it anymore.
Also, if you look at:

the 3 chippies + weapon recipe is listed under the 1.10 transmuting
formulas, so it was probably changed with the move to 1.10.

AFAIK, ilvl30 is indeed not enough to get the Cruel prefix in a weapon.
And, even if you did, the result would be worse than a many rather mundane
uniques, most of which were introduced with 1.10, again.

Yep, the best possible melee(and, other than WF, bow) weapons in 09 were
magic ones, and most people got them by using the chips recipe. It was how
people got 3 socket cruel XX of quickness, which was the standard high end
weapon for melee and many bow users.

Yup, rolled a 290% Cruel Colossus Blade of Readiness (10 ias), so just short
of godly, but just sick damage (for 109).

in 109 patch cruel items was kicky... now, there is many cheap and not
that cheap runewords/ new uniques (etheral zoded or eth selfrepair, or
even noneth with big %ed or +damage) that beats cruel weapons....

but even now, elite cruel bows could be very, very good and they
should be high priced.
i saw somone bought cruel shadow bow of evisceration with 2 sox for
like 16x32020 (maxlife scs)...
elite cruel bows with good suffix are very good even on 1.12 patch...
