Depends on the type of item.  My foggy memory says that there are some
items where the elite version isn't all that much better than the
exceptional version.  I think I even recall that there are some
weapons were the elite version has a *lower* minimum damage (though
the average is still a bit higher).  All you can really do is look the
particular item you're currently interested in up on the Arreat Summit
or such and see how the normal/exceptional/elite versions compare to
each other.
There was a webpage somewhere the showed what upping various uniques
would result in, but it's been too long for me to recall where.

Often those who most loudly proclaim their freedom to choose in some
fields are the most retentive about 'correcting' others' choices in
other fields.

Depends on the item really. An upped vipermagi has a defense in the 800-1000
range, quite a bit more than the 270 or so def of the regular version.
Likewise, my upped Jalal's Mane has def of over 400, whereas the regular one
is in the 250 range. HoZ OTOH, may actaully have LOWER def than a non-upped
one(a perfect non-upped HoZ is 504 def, I've traded an upped one with 486
def, and my own smiter's upped one is 556, a mere 52 higher def), though it
WILL have better smite damage. Likewise, an upped Vamp Gaze often gets LOWER
defense than a non-upped one.

If you're looking to up something specific, let us know and we may be able
to let you know if it's worth it or not.

Windforce is already an elite weapon-you cannot up elite items. You also
cannot up runewords, only normal and exceptional rares and uniques.

Some upped unique items I see somewhat regularly include Vipermagi, Herald
of Zakarum, Titan's Revenge, Shaftstop, Gore Riders, Bloodfists, and
Goldwrap.

If "WF" is Windforce then it's already an elite item and can't be upgraded
further. As for the others, Runewords can't be upgraded either.

And I was JUST thinking of you. This chemical therapy I am on has been
so brutal, I can hardly work up the energy to eat. So this past week,
I started watching B5 from the begining again (Wife is smart, she
packed my DVD collection of B5), and that triggered the memory :)

No man is an Iland, intire of itselfe; every man is a peece of the
Continent, a part of the maine; if a Clod bee washed away by the Sea,
Europe is the lesse, as well as if a Promontorie were, as well as if a
Mannor of thy friends, or of thine own were; any man's death
diminishes me, because I am involved in Mankinde; And therefore never
send to know for whom the bell tolls; It tolls for thee...
