Resistances have always been my top priorities when playing HC.
A young char may have problem doing it well, but for normal
difficulty, you can concentrate on one thing at a time. For
example, LR for Act2, FR for Act3, FR & LR for Act4. I don't
usually care about CR and PR in Normal, as you can buy and drink
potions when you need these resists. You don't need to have them
maxed early on. 30% LR in Act2 can serve you very well, and it's
not that hard to attain especially if you have a spare stash
somewhere.
