Oooh!  I know I know this one! Um, when its ready?  No, um... When
Champions ships?  When DKF finally ships?  No thats too cynical.

Best guess would be when Champions goes live...  If they can manage it.  
The timing is too coincidental to be anything but a marketing maneuver
to try to reduce the impact Champions will have on the aging City
series...  All depends on if the devs can pull off the launch perfectly
timed, or if it gets delayed for extra tweaking.  I'm hoping that they
don't try to push a buggy product to meet the Champs launch and end up
doing more harm than good to the player base.
