Some friends and I have been playing Mario Kart alot since it came out on
the same Game Cube machine. We just played it then on a different cube (same
color, black), and we all thought it was a tinny bit slower than
normal...I'm talking about everything, from random track selection to the
count down at the beginning of the race even the game play was slower.
It was also quite hot today (about 35 C outside), I'm wondering if the CPU
slows down at hotter temperatures, like the Pentium 4 is suppose to...

Anyone else had this bizarre experiance?

All CPUs, console or otherwise, have poorer performance when they
start to get hotter than they're supposed to.

Are the vents obstructed in any way on the slow one?

I wouldnt say all CPUs and consoles, but some do.
It was sitting right there on the floor all alone with nothing near it, even
had the ceiling fan on.

Any CPU capable of getting hotter than its optimum operating
temperature will have some performance loss, even if it's barely
noticable.

Was it on the same TV and running at 60Hz or 50Hz?

It was on a different TV but still running at 60Hz, this wouldnt make a
difference anyway, everything was slow, Physics, sound and control.
It wasnt just a crappy refresh rate thing.
