where to get roms for free

Hi,
Is there a place to find ROMs for free? I'd like my son to try out games
before shelling out his or my money on something he only ends up playing a
handful of times. Like the two games I got him for Christmas.
I'm not going to be copying them on to a cartridge to play on his GBA but
it'd be nice to be able to play it a few times on the PC before buying.

There is no legal way of getting them for free.  Nintendo frowns on
this since they are not the one releasing the ROM in any form other
than the cartridge form.

May I suggest a game rental or a friend who has the game?

You could visit http://www.gamerankings.com/ to check on the rating of
a game.
Once you know about the game and you conviced to buy it, you could
check further on http://www.cheapassgamer.com/ for the best deals.

Download BitTorrent and search for roms that way.

I highly agree with doing this since it's a pain to buy a game that
turns out to be a piece of crap. Of course make sure you buy the game if
you like it ;)
