I am that drax from the JP newsgroup (are there others?). Thanks for the
info. He couldn't get the Mario Kart Bundle, so he just got a blue one and
then bought Megaman Battle network (because his friend has it too). I don't
know where, but I thought I had read somewhere that only one person needed
to have a game for both to play. Did I just dream that up or is it true
(only for some games perhaps?).

For some games. Sometimes, like Mario Kart, there are fewer
possibilities, if someone doesn't have the game. Still it's great to be
able to play together with only one game to share. And your son should
get Mario Kart. It's really great fun.

Obviously if he plays over the WI-FI network he will need his own
copy of the game, but for regular network play (locally) it depends
upon the game.
