I can't start the game :(

I can choose the car and track, but after that I get a
"d3d9.dll" file not found error.

Help!

Are you sure this is dx9 related?
I'd rather not install it if possible.

Set a system restore point b4 if u want to go back afterwards(Win XP)

I disabled that and can't turn it back on, never mind :)
